The license a Savannah electrician needs
The license that matters here is the state one. The Georgia Secretary of State's Division of Electrical Contractors issues Class I restricted and Class II unrestricted electrical contractor licenses, and its FAQ says the board licenses electrical contractors, not electricians.
So there's no journeyman card to earn and no city test to sit. You work for a licensed electrical contractor, log four years of installation work under that license, then apply through the GOALS portal and sit the PSI exam.
What the City of Savannah handles
The city requires a business tax certificate to operate in Savannah. Its licensing and certifications page lists no local electrician license, registration or trade card among its licensing processes.
That matches the state rule. Attorney General Opinion 99-2 concludes that a local government may not require a state licensed electrical contractor to hold a local license or pass a local exam, except as O.C.G.A. 43-14-12 allows.

The college says it prepares graduates for inspection, maintenance, installation and repair of electrical systems in residential, commercial, industrial and sustainable energy settings. Those addresses come from PSI's bulletin for the sister division of the same state board rather than from bulletin 4783, which names no Georgia addresses and says only that the electrical exams run at PSI centers across the Southeast.
